John C. Carter P.E.

I am an Assistant Project Manager at Dominion Virginia Power in the Nuclear Projects Department. This fleet oriented organization performs large or multi-site related design projects for Dominion's three active nuclear sites. I am currently working on the Open Phase Condition Isolation System Project for Millstone, North Anna and Surry Power Stations. Stationed at the Innsbrook Technical Center near Richmond VA, I have been functioning in both the role of Responsible Engineer, providing technical leadership, and as assistant PM (called Project Coordinator at Dominion) for the three projects. These projects will improve the reliability of off-site and on-site power systems (critical, risk-significant systems at all three sites).

I hold this staff-augmentation position via Precision Resource Company, through Zachry Engineering. In this capacity, I have developed project scope definition, schedules, budgets and provided technical leadership. I have participated in the Nuclear Energy Institute's (NEI) Open Phase Condition Working Group and routinely represent Dominion at industry, NEI and Nuclear Regulatory Commission public meetings on the issue.
